I applied online, and it took them 2 months to get back to me for an interview, which I'm hearing is typical for ICF. I interviewed two weeks later with 2 people. The interview was 45 minutes long in person. No phone interview. I was given an offer a few days later.
Fairly standard interview questions and process. I received the usual questions- Strengths and weaknesses, elevator pitch, how does your academic background affect your work, etc.
My biggest piece of advice would be to ask a lot of questions, and make sure they are detailed and position oriented. A 45 minute interview doesn't offer much in terms of providing them with a lot of information, so you can really stand apart if you ask well thought out and detailed questions. Have some planned, but be ready to ask some based on what they say.

Two interview rounds. The first interview was more about getting know each other, interests, the team. The second interview was with more senior staff members, a bit more on talking about technical abilities and interests, followed by a case study writing assignment. The assignment took 2.5h and was adequate for the level that I applied for.
The process took a long time. Sometimes I did not hear anything for several weeks and had to chase them, other times they were super responsive and called me spontaneously to discuss expectations. Overall positive and friendly, but at times inconsistent!
Panel interview with multiple people. Lasted two hours. Panelists were nice and professional. Described the position, asked a series of about 10 questions, asked about interest in topical area of project and technical skills.
