Recruiter asked basic background and experience questions easily available on my resume, never got to the second interview for whatever reason is beyond me.

In-house and External Recruiters are noted for wasting peoples time or for reaching out to people when they already left the area and secured employment with other companies.  The place is noted for bad management and low pay in a very high cost of living area with little opportunity for Mechanical Engineering so you are better off.
