Phone interview with HR first, very basic questions; led to face-to-face with the hiring manager. I was asked to provide my current salary, and when I declined to share this information so early in the process, it was clear I was removed from the running. HR even went to far to suggest they would be requesting copies of W-4 tax forms, and candidates who were unwilling to share this information would not be considered. While there is nothing illegal about asking for this information, the hiring company cannot require it. Ross Stores appears to be unwilling to yield on this issue. In my opinion, this is very short-sighted on their part. If they are doing their homework, they will know the salary range for a particular job level and not strong-arm candidates into sharing salary so early in the process.
