This could be answered with a few different scenarios. #1 If the company is demanding a Net30 or Net45, throwing the NPV negative, further negotiation towards cost savings could make up that difference. #2 if the project is schedule driven and was needed yesterday, I would think it is safe to say it would have to be approved at the controller level before proceeding.
