FullNet Communications is trying to net as many Oklahoma Internet users as possible. Established in 1995, the company provides dial-up Internet access to the state's consumers and small to midsized businesses. It sells connectivity on a retail or wholesale basis, allowing other Internet service providers to resell the service under their own brand names. FullNet's wholly-owned FullTel subsidiary is a competitive local-exchange carrier (CLEC) that provides the company with the local phone numbers necessary to offer dial-up service.
