If you want people to work for you why not send the training modules early enough in the training process and let people do a module a week so they can absorb the material. Maybe even send some web pages for evaluation each week so they can get used to what you want in the ratings. Don't cram everything into 1 week! Wait until you actually hire a person before asking for personal information from them. And explain how the final exam is graded! What’s the big secret? Since you want every web page to be graded the same as the next person would grade it just use bots instead of people. That way you won't have to go through so many people.
