Even they don't have HR, When candidate come into office for interview, the data entry operator become HR, but guess what he is not here for taking interview, he just pass the cv to manager, that is HR responsibility in brain-plow, so Manager doesn't have any skills or knowledge about python and angular so he goes like this, why are you leave previous organization, what is your current salary etc.
