Step 1- Fill the 9L jug. Step 2- Take out 4L from the 9L jug. Step 2- Take out 4L more from the 9L jug (Now you have 1L remaining in the 9L jug) Step 3- Pour the 1L of the 9L jug in the 4L jug. Step 4- Now once again fill the 9L jug. Step 5- Take out 3L from the 9L jug and now you have 6L in the 9L jug. (You can do this because at this step your 4L jug contains only 1L and you have space for 3L more).
