Assess the business need, cost to deliver, client impact, and if time permits I would break down a full cost benefit analysis. In my last project, I was initially tasked with improving systems used to deliver notifications to clients. A substantial cost issue was brought to my attention. In order to prepare for the governance board to make the decision on of we should halt other project work to tackle this cost issue, I produced an analysis document with 3 options. The one that I recommended was to tackle the problem and continue other work by inserting new code into an existing program. Governance agreed and we were able to implement a solution with minimal disruption to the current project.
