I don't have a certificate or degree in project management, but since the position wasn't a project management job, it would depend on the degree they meant. As a business professional, I have handled several projects of varying size, but have not managed large scale projects involving work crews, etc. I would not consider that project management experience and neither would a project manager. I would consider that task management and thus, expected work.
