For a program manager, one is alwasys focused on the program or project interests and is less concerned about long term impact of overworking people or making tough demands. For a functional manager, one has to be equally concerned about the long term success of his/ her people; consequently, one has to be much more cognizant of making continually tough demands that impact work / life balance.
