This is all about looking at your ability to quantify and apprise a situation on the fly. The person who asked this question doesn't know the answer, they just want to see your logic. Consider the average town has x number of barbers and there are 1,000 towns, add a few for the big cities etc...once you're able to explain your thinking you'll be fine.
