First of all I would find the reason behind being under spend, after that I will conduct a meeting with project team, during the meeting will highlight the main activities, priorities the activities, delegate some activities, incase of flexibility increase the team members and the coverage area, establishing a clear coordination and communication channels, regularly monitoring and flowing the information, and finally sharing the new plan with stakeholders and getting their approval
