Empathize with the user. Apologize and inform them that this is not how we normally do this and that you feel bad about what has happened. Take their side with them. Tell them that you are going to personally take charge of the issue, discuss this with your management and with their help reach out to the workgroups or employees who are involved. Then make sure to actually reach out to your manager(s) and do so.
