It depends on how the issues arose. Were they client driven? Were there excessive changes made after construction began that pushed the end date out? In a case like this the GC should request more time from the client. If no extra time is available subcontractors have to beef up manpower. If there are timeline and schedule issues because subcontractors have material delays it is up to the subs to increase their manpower to get the job done.
