The question is clear and a very straight forward answer you need to deploy trigger with InActive status and there could be multiple ways of deployment. I answered all possible ways of deployment but still looking for answer and then I realized the real question was "How could you bypass the triggers without modifying the code" which I realized myself later. They want to listen the answer they have implemented not what they asked for.
