If someone is doing poorly do you give them a second chance?

I answered that they could be coached through the process and if they had proven to be a good performer in the past then feedback should be given to right the ship. I spent hours watching videos of feedback sessions where they tried to get folks to understand the culture there but was then told that turnover is 30% and they're happy with that. I left thinking that the response to this person was wrong but the response for the company was right.
