A program is part of an overall strategy. You need to be able to step back and make sure the program is not only delivering on it's goals and objectives, but that it is also fulfilling the piece of the overall strategy that it is intended to fill. If not, it is my job to raise my observations/concerns up to the sponsor and/or strategy owner to make sure this program is the right way to tackle the problem.
