This is a loaded question because you pretty much have to describe exactly what the manager/interviewer has in mind. I talk about my leadership experience, ideas for running a department more accurately, and other similar things with the same result as the previous questions. He tells me that's all part of the job description and I would be bringing nothing to the table.
