What do you look for in an assessment?

First and foremost, I want to determine what the assessment attempts to gain (stability in home/school? Natural resources for the individual? etc.), then determine if it is an evidence-based tool. I also want to make sure that whatever is being assessed can be quantified to show progress or lack thereof.
