What is a low time (high mins) captain, and how do their minimums change?

Low time captain is a captain that just upgraded from first-officer to captain and per the FAR/AIM must have a higher minimum landing decision altitude of 100ft, and 1/2 mile for visibility. Once the Captain completes 100 hours as a captain. The MDA/DH does not need to be increased if the landing mins applicable to the airport when used as an alternate. Landings can be substituted for 1 hour of experience but must not exceed 50 percent of the required time to achieve 100 hours as a captain.
