First of all it is not 0. the all circle is 360 degrees, splited to 12 hours, so each one of them is total of 30 degree. so the hours Dial will be at angle 90 Degree. the minutes dial will be 15 / 60 of the 30 degrees (the next hour), so it will be 97.5. the answer is 7.5 degree
