In the future, it might be best to answer this question by saying you'd a) follow company policy & b) ask the employee if s/he needs and/or send the employee for medical attention. Co policy may be that the employee is sent for treatment no matter how insignificant the injury (like a small cut which bleeds) & whether they feel it's needed or not. It's not the manager or non-medical employee's decision to determine if someone is okay or not because it's a legal issue. But, ultimately, know & follow company policy, which is probably that the employee is escorted or sent via cab to a local medical office/hospital for a visit to determine the severity & treatment of the injury. Your local workplace may have a treatment agreement with a specific facility, so know this in advance so there's no delay when an injury or accident does occur. Good luck.
