In my opinion this could be ill formulation of the problem and maybe the person is not aware of best describing the problem or, maybe i'm not versed in the language used to describe the field. My first attempt would be to understand the domain and the problem faced and the reformulate in engineering terms that i hope would be commonly understood by both of us.
