At first, when answering this question, I tried to be very politically correct saying I was looking for new opportunities to expand my skill set, etc. But the interviewer used to work in HR and was very good at circling the question before I finally gave him my real answer, which was that I didn't have anything challenging at work to do, I was bored, and I needed to move on.
