Why is PMOS sub VDD and NMOS sub GND?

The PMOS and NMOS transistors are isolated from each other by diode junctions. If you reverse the supply, these junctions become forward biased, and the whole chip may conduct as if it were a diode across the supply. This will either pull the supply voltage down to a volt or so (if it is a low current supply) or overheat the chip, and/or blow the wire bonds off the chip.
