This is a very tricky question on self-evaluation. Response should cover your technical and non-technical(soft) skills, accomplishments and progression. One approach is to start with your background(place you grew up), continue on to your education and your career. Highlight your learnings and skills that are relevant to the job you are interviewing. It is OK to toot your own horn a little bit, and close with an interesting statement like "Is that the kind of skills you are looking for in this position? OR What are you looking for in an ideal candidate for this position?"
