They give a packet of info to read and then instruct you to write an essay on why you belong at the company after the phone screen and PRIOR to the interview. Maybe give the writing test to final candidates - job applicants are busy. I went into the interview discussing how my roles were relevant to the job duties listed in the job description and one of the interviewers rudely explained that that is not what the job entailed. I then was told I didn't get the position because they were looking for something different. At least they changed the job description somewhat when I checked back, but still... On the plus side, the rest of the interviewers were super nice.
