The people seem wonderful and once you're in the organization I'm sure it is fine, but be prepared to send anything they ask you for to multiple different people after your interview and answer the same questions over and over. Also, the internal recruiter seems to be a bit overwhelmed so things move at an odd pace and you end up with an external recruiter in addition which adds a layer of confusion. Over all I believe some dysfunction is what led to my experience this time, and offer or not I believe you should be looking for people that can grow into positions, not people that check all of the boxes perfectly.
