I had a Phone interview (screen) with a low level HR rep who read questions that she didn't seem to understand, and I don't think she truly understood the answers. She just wrote down the answers. I assume someone later read the transcription. The call was about 7 minutes late and lasted about 10 minutes. Overall it was pleasant, quick and painless.
