Standard interview loop: recruiter, hiring manager, senior director. Was told I would be advanced following those three, but recruitment was paused/cancelled. I then saw the role re-posted again later and was summarily rejected before ever talking to a recruiter.

How do you handle conflicting stakeholder requests?

I have applied here more times than I can count since 2020. I have direct law enforcement, corrections, and public safety experience; I have experience working for the largest public safety software company in the world, and I have 10+ years in product management. There's absolutely no reason for me to not get interviews here.
Alas, I've had one recruiter call in 4 years. At the time, the recruiter could not understand my background, for whatever reason, and didn't feel it was a strong fit for [checks notes] senior product manager over their law enforcement/corrections product, of which I have 10+ years experience.
Since that time, I've connected with numerous individuals in leadership to try and network and get someone to push my resume through. Most recently, a technical product manager position was posted. So I applied naively thinking this time would be any different than the dozens before, but this time I messaged a VP of the company and asked if we could chat about the role. No response from him. Then an auto-decline.
Sidelining candidates like myself who have direct LEO experience is simply shooting yourself in the foot and is evidence to me that the product is managed by ego and not practically. Shunning SMEs will eventually destroy this company.
