I am a current employee but applied for advancement. You submit a resume then they call and schedule an interview. There was a panel for the interview and you need to make sure you have wins and things learned from in your management careers. The interview was about an hour and a half. It took a week for them to do all the checking and offer the job.

Big intimidating panel initially. After third time was accepted, Was not ready in fairness,Come prepared and do your homework. If you do not care for your team do not apply.
