Was given reading material about the department and work processes. There was a survey about how was your interview experience at each stage. I gave a glowing review because the interpersonal interactions were quite friendly and pleasant. Minutes after completing my surveys I got the rejection email. Maybe a coincidence. Based on the swiftness of the outcome and lack of specificity in the feedback, I don't think I was an appropriate candidate to be invited to apply in the first place. That is the reason for the neutral rating.
