The discussions went well for all the 2 rounds of interviews and MD called for a face to face discussions in such a short time and rushed to meet him in the given schedule.It went well and from the beginning shared the expectations and finally they said they don't have the budget.I would say if they feel the candidature is not good or company doesn't have the budget Initial round itlsef they should reject the candidates and don't give hope or waste everyone's time unnecessarily.
