Received call after 1 1/2 hour of scheduled time time on reminder email and then a link was sent for interview
After first interview they contacted after 1 1/2 months and offered but back tracked on the offer and decreased which was kind of a red flag

Very Slow.
I'm not going to share the exact months or dates, but will give the relative timelines.
Lets say, I applied on Jan 1, 2018, I got a phone call from the HR on relatively on March 15, followed by an in person interview with the hiring manager on March 31st.
After that - no response till April 30th
The HR calls and says - you have been selected and we want to proceed. We will put you in a junior role first and from there we will see when to put you in the TAM role.
They were not sure of the title or compensation or the timeline and wanted to run my reference check.
I wasn't comfortable giving my references out without knowing what is the exact job title and expectations. I was fully qualified for the role I applied for, but when the HR called there was no certainty on the job role.
I asked the HR to get back to me with the exact title and compensation so that I can share my reference information accordingly.
Relative timeline, the HR got back to me on email on April 20th with the compensation and the title and said we dont need your references, we are just waiting for the COO to sign the offer letter.
I wanted to talk to the HR over the phone to discuss what the benefits look like, whats the vacation structure and my tentative joining date, but the HR never got back to me after that email and it has been relatively July 15th.
So, since Jan 1st to July 15th I have been hanging with no response. Thank God I did not talk to anyone in reference circle to give them a heads up that they may get a call.
It was not a good experience at all. In my opinion they need a better HR than who dealt with me.
HR is the face of the company and this particular person hasn't reflected it well.
So basically, I was verbally told that I have an offer, but never presented with one since according to their HR the COO is a very busy person who hasn't had the opportunity to sign on an offer letter.
I'm not sure what to gauge about the company culture from this and how working there would have been.
