I did three round of interviews: 1) HR, 2) Substance, 3) with the Country Director.
HR only confirms your profile and experience.
The second round is the hardest, because you need to develop a consulting-style deck on top Presidential priority issues and you only have 2 hours to prep on the spot. You need to understand machinery of government and understand HOW you are going to delivery your recommendation. The interviewer will not stop at WHAT are your recommendations but navigating the civil servants and informal networks among them.
The Country Director is also fairly similar to the second round, only to confirm your political acumen.
