Most of the interview process went well. I started with a phone screening with the HR recruiter. Then scheduled an interview with 2 managers. Each went well. About a week later I received a call offering me the position. We discussed pay, PTO, benefits etc. The manager who called could not answer many of these questions and said it would be best to talk to the HR recruiter about the specifics questions. He indicated she would follow up with the formal written offer and would be able to review the questions/concerns I had. The pay he offered was lower than the original job posting had stated, so that was one major concern. After another week I final got the written "offer". But it was actually an acceptance letter. Which, I had never accepted the position, as I still had the concerns over pay, pto etc which hadn't been addressed. I contacted HR to go over my concerns. She couldn't answer the question or tell be what PTO was included in the offer just that it was based on hours work (apparently she didn't know how much per hour worked). I also asked to review salary. The letter she sent indicated the job was now at a lower grade than initially advertised and so the pay was lower. I asked to negotiate pay as my experience qualified me for the higher level. She indicated she would discuss this with the hiring manager and get back to me. The next day I got an email from them saying the were rescinding the offer and looking for another candidate. The following day I saw the job re-posted. I've never heard of a company rescinding an offer just because you ask to negotiate the salary.
