Very basic phone call interview. It was very fast and poped. Even there was no time to take a breath. You should not pose any time for any reason. Most of the questions were related to the Java OOP concept. He was stuck on a static variable for a while. I don't have to agree with you on which variable I may choose to be static. It could be Department Id Number or Department name, who cares? The important part is just being able to understand the main idea behind using static variables.
Easy questions, but hard to understand?

Hard to understand because of the accent.
Being able to understand the question and answer that as fast as you can like racing fast car on a very bad road. You should prepare a poem ahead of the interview. And make sure to memorize that.
