This is for an internal combustion engine. At certain rpm the engine cannot breath freely, because the valve that let air going into the combustion chamber is synchronize with the stroke of the piston (which is proportion to the RPM). At higher RPM the valve open and close too fast that it lets less air enters the cylinder and hence creating less fuel and air mixture and in return producing less torque.
