I applied online. Within 2 hours, I received a call from a recruiter. After only a few questions, he was upfront with me and said that they pay is $40k. I asked if there is any wiggle room for a higher budget for this position. No. It seems that therre is a disconnect between the high education/experience leverl and the pay scale. The phone interview lasted really only 15 minutes. So kudos to the recruiter for not wasting my time nor his.
