Be more accessible to drivers. I find it difficult to communicate at all from my phone. Sometimes this can be critically important when driving in the middle of the night. It's hard to communicate through even email with the local hub. When contacting the national help line, you can ask the same question and get three different answers (or guesses). Lack of communication is SOOOO FRUSTRATING.
