Takes forever. Basic questions. Strengths weaknesses. Star type answers sought. Generally the person is highlighted before the interviews happen so mostly people know who has it. As its not a transparent system and the rules changes to suit. Eg length of service is used as an excuse not to interview from within and sometimes its ignored or the recruitment process is delayed by weeks so length of service is attained.(this happened once at least that I am aware of)
